ORMOC CITY DRRMC CONVENED TO PREPARE FOR TYPHOON YOLANDA
Ormoc City Police Office, November 6, 2013 - Ormoc City Disaster Risk Reduction Management Council (CDRRMC) conducted an emergency meeting at the Ormoc City Hall Conference Room in preparation for Super Typhoon Yolanda expected to enter Philippine Area of Responsibility (PAR) Thursday and landfall 11 a.m. Friday.
The Council resolve through City Mayor Edward Codilla to immediately sign a Declaration of Forced Evacuation having already met the requisites under Ordinance No. 003 Sec 5 “An Ordinance on the Implementation of Pre-emptive or Forced Evacuation Arises or About to Occur and Danger of Loss of Lives Become Immiment.”
Mayor Edward Codilla was briefed on the impact of the super typhoon and the joint police and military rescue operation have been readily presented by PSI HARRIS REBATO and PSINSP RUDY HISO CONEJO of OCPO and Col Dino Dolina deputy brigade commander of the 802nd Brigade, Ormoc City.
The Council outlined its preparation through identification of staging areas, evacuation centers, transport, safety and security of residents, and the aftermath of the calamity, such as disaster assessment, among others. Manpower, mobilization of the disaster rescue teams, the medical team, relief operations and the institution of Incident Command Post was particularly taken up in the discussions chaired by Mr. Ben Matica-a of the City Disaster Risk Reduction Management Council Office.
Representative from the Department of Education declares the suspension of classes in all levels effective Thursday, November 7, 2013; the City Social Welfare and Development Office (CSWDO) assured that they have a ready but limited stocks of food in its safe for distribution; the City Health Office likewise assured its manpower and medical team and medicines are ready for dispensation and dispatch; and the PNP and AFP assured the council the ready deployment of personnel in the search and rescue operation, identification of staging area, evacuation centers, transport, safety and security of residents and the aftermath of the calamity such as disaster assessment among others. And also a sum appropriation from the City Treasurers Office can readily be used to purchase food and other needs in the event stocks goes out.
Contingent protocol outside through channels was proposed by Col Dolina which was resolved in a centralized detail of focal personnel with the command center first hour Thursday, November 7, 2013.
Finally, public announcement along the coastal area was also conducted by members of the council alerting the residents for possible occurrence of flashflood and landslide.
